What happens when you have a gigantic Kaiju walking through a dense city that is not built to accommodate huge monsters? Mayhem and destruction are imminent. The Kaiju probably wasn’t trying to destroy anything within the city. It was simply trying to get to the other side and didn’t really care about all of the man-made obstacles. Maybe to avoid this chaos in the future, the city should just pave a walkway for monsters and via emergency announcements, to provide enough time for citizens to stay out of their way.
